This setting is off by default in Mac OS X In pre-Lion systems, this setting was available through the Mouse or Trackpad pane of System Preferences.
Zooming options for Safari in OS X
In Lion, however, it can be harder to find, and the interface is somewhat deceptive. It appears, at first, that you control zooming in the Seeing view of the Universal Access pane of System Preferences. Be careful in this dialog! It is very easy to change the modifier key setting accidentally when this dialog is open.
I had my own zooming mystery when I upgraded to Lion. I never realized it before, but apparently I have a habit of tapping my fingers on the mouse while I read webpages.
